Judith C. Russell

Judith C. Russell is the Superintendent of Documents at the U.S.
Government Printing Office and leads the agency in providing public
access to Government information published by the U.S. Congress,
Federal agencies and the Federal courts. Russell focuses her efforts on
expanding the development of a new model for the Federal Depository
Library Program (FDLP) in cooperation with Congress and GPO’s library
partners. She also provides policy guidance and strategy for GPO’s
Library Services and Content Management unit and the agency’s
Publication and Information Sales unit.
Russell, former director of GPO’s Office of Electronic Information
Dissemination Services and the FDLP (1991-1996), returned to GPO in
2003 to assume her current position. Appointed by Bruce R. James,
Public Printer of the United States, Russell is the 22nd Superintendent
of Documents and the first woman to hold the post.
From 1998-2003, Russell served as the Deputy Director of the National
Commission on Libraries and Information Science, the Federal agency
that advises the President and Congress on the information needs of the
American people. In her previous tenure at GPO, Russell directed the
agency’s Office of Electronic Information Services. In that capacity,
she helped establish GPO Access (www.gpoaccess.gov), one of the Federal
Government’s most heavily used Web sites, providing online access to
over 2000 databases, including the Code of Federal Regulations, Federal
Register, and the Congressional Record. Russell also guided the
development of GPO’s 1996 Report to the Congress: A Study to Identify
Measures Necessary for a Successful Transition to a More Electronic
Federal Depository Library Program.
From 1996-1998, Russell honed her expertise in the private sector as
the Director of the Government Services division of IDD Enterprises,
L.P., a New York based company that was acquired by Dow Jones News
Retrieval. She also has provided management, marketing, and technical
services for private information companies including Mead Data Central,
the Disclosure Information Group, and IHS, Inc.
Russell’s library experience further includes COMSAT Laboratories, the
Program of Policy Studies in Science and Technology at The George
Washington University, and the U.S. Congress’ Office of Technology
Assessment.
Russell earned a B.A. from Dunbarton College of the Holy Cross,
Washington, D.C., and she holds an M.S. in Library Science from
Catholic University. Russell is the recipient of Federal Computer
Week’s Federal 100: the 1993 Special Award.
